to inform you that the Postal Censor recently brought to

notice a letter posted in Amsterdam addressed under date of the 25th. of May in the German language from a Mr. Brahm in Hamburg,

a member of the Firm of Brahm and Company of Lima, Peru, to är.

C. Layseca, at that time acting Consul for Peru in this Colony, at

an accommodation address in Canton. In this letter occurred a

passage which translated into English reads as follow:-

"I have been pleased to hear that you have been nominated

for there which I had already heard a short time ago

from Mr. Justus. I hope that you have found a pleasant

circle in which to work in Hongkong and that you like

the place. kr. Justus has also written to me about your support of the Propaganda and one was grateful to you

for it in the circles there".

The Censor also adduced a letter in German from the Banco Alemand

Transatlantica, Lima, addressed to the Deutsch Asiatische Bank,

Canton, of which I enclose a translation.

As the passage quoted above in the letter to

Mr. Layseca and the use of an address in Canton, and the last para- -graph of the letter introducing Mr. Cavero to the Deutsch Asiatis- -che Bank at Canton, seemed to me suspicious I authorised the
